According to the Arrestee Drug Abuse Monitoring Annual Report (ADAM II), over 60 percent of those arrested had at least one drug in their system at the time of their arrest.

The National Center on Addiction and Substance Abuse ran a study on inmate populations and found that drugs and alcohol were significant factors in property crimes 83 percent of the time and violent crimes 78 percent of the time.
Incarceration and Prevention
Incarceration often serves to only increase the risks for drug addiction and abuse. In fact, the Department of Justice estimates that around half of the federal prison population meets the criteria for drug dependence or abuse while only 20 percent of them are receiving treatment. Without proper treatment, these offenders are more likely to re-offend after release.
